Burhan Expands Counterterrorism Cooperation as Sudan Intensifies Security Efforts

As Sudan continues to confront the security challenges created by the ongoing conflict, Chairman of the Sovereign Council and Commander-in-Chief of the Armed Forces, Lieutenant General Abdel Fattah al-Burhan, has directed Sudan’s intelligence and security institutions to strengthen cooperation with regional and international partners in combating terrorism and transnational crime.

According to official directives, Lieutenant General Ahmed Ibrahim Mufaddal was tasked with expanding strategic security coordination with neighboring countries, the United States, and the European Union. The measures include enhanced efforts to combat terrorism financing, human trafficking, arms smuggling, narcotics trafficking, and illicit cross-border activities that affect both Sudan and neighboring states, including South Sudan.

Burhan also instructed authorities to pursue legal action against individuals found to be involved in terrorist activities or the financing of terrorism, emphasizing that the Public Prosecution would be responsible for ensuring accountability under Sudanese law.

The directives reaffirm Sudan’s position that it will not support extremist or terrorist organizations and will not participate in regional or international conflicts that threaten peace and stability. Burhan further called for intensified efforts to prevent the use of Sudanese territory for activities that could undermine regional security.

Sudan’s counterterrorism framework is supported by a series of laws enacted over the past two decades, including the Counter-Terrorism Law and the Anti-Money Laundering and Countering the Financing of Terrorism Law. These measures criminalize terrorist acts, incitement, and the provision of financial support to terrorist organizations or individuals.

Since being designated a State Sponsor of Terrorism by the United States in 1993, Sudan undertook a series of reforms and cooperation initiatives aimed at improving relations with the international community. Those efforts culminated in Sudan’s removal from the U.S. State Sponsors of Terrorism list in 2020 following years of intelligence cooperation and diplomatic engagement.
